Job Summary
The Manager – Marine Compliance is a shorebased position and provides marine compliance support to the Company’s fleet of vessels and shoreside support. Interfacing with customers, classification societies, Flag State authorities, industry committees and 3rd Party Vendors will be required. The person will be the subject matter expert (SME) for all marine compliance related aspects as part of the Technical Support Centre (TSC) to support global operations. The Manager -Marine Compliance will report to the Director - Technical Support Center
Principal Duties and Responsibilities
- Ultimately accountable for the rigs receiving their Survey Planning Documents at least 12 months in advance from there due date
- Engages with Operations to help prepare/plan and have customized discussions around the survey plans
- Provides visibility and closely monitor all the conditions of class
- Provides communication guidance for extension requests to Class Society, Flag and Coastal State
- Provides support and guidance for regulatory survey matters
- Periodically reviews and updates Valaris Asset Management System (VAMS) job templates for periodic class surveys and flag state inspections (Annual Safety Inspection)
- Supports and guides for class engineering review submittals
- Acts as the Account Manager for class web sites
- Works with Operations to ensure that there is no rig stopping because of a COC and there is a clear plan agreed with class/flag society on management of the specific item
- Periodically reviews and communicates updates for applicable class rules
- Engages and manages the quarterly business review for the key vendors like ABS, MACKAY, Survitec on a regular basis
- Supports with establishing guidance and measuring compliance with respect to DP station keeping, safe navigation and collision avoidance, general safety and pollution prevention, vessel stability, and regulatory compliance
- Liaises with regulatory, government agencies, client representatives and marine surveyors as appropriate
- Conducts incident investigations and verify that investigations are carried out effectively and that appropriate corrective action is agreed upon and implemented in a timely manner
- Acts as a member of the Emergency Response Team during an emergency
- Works in close collaboration with the Marine Ops/DP assurance team Any other duties as requested by the immediate supervisor to support the marine related needs of the vessels
Qualifications / Education
- Bachelor’s degree from an accredited college or university in relevant field or equivalent experience
- Minimum of 10 years in the marine industry preferably the offshore drilling industry with at leat 5 years of supervisory experience. Experience working with Class/Flag for key issues.
Skills & Experience
- Computer literacy to facilitate the use of company provided software utilized in daily business
- Intricate knowledge of: Classification Society Rules, Statutory Regulations, International Maritime Organization (IMO) Codes, IMCA, MTS, OCIMF and other applicable industry guidance
- Ability to gather and analyze/synthesize data, confirming its accuracy and adequacy as an integral part of the collective analysis/synthesis process
- Ability to plan, strategize and direct marine operational/compliance issues
- Effective leadership and influencing skills and practices
- Physically capable of being transported to an offshore rig by boat or helicopter
- Ability to maintain and manage confidential documentation and information
- Effective communication skills: oral and written
- Strong analytical, organizational and time management skills, including ability to manage multiple priorities concurrently
- Effective conflict resolution skills and able to diplomatically handle confrontation
